This study was commissioned by DfID. It was to investigate how the Ghana Health Service was implementing its second Programme of Work titled Partnerships for Health: Bridging the Inequality Gap with particular reference to how equity objectives have been built in the work of the MOH/GHS. The study was done in 9 districts – 3 in the Northern Region, 3 in Ashanti Region and 3 in the Central Region.

The study examined, among other things, how the CHPS programme was being implemented in the districts, how communities were being involved in planning and taking decisions on health and the level of collaboration between district level actors in the health arena (DHMT, District Administration, Communities, and Health Service Providers).
